Loose dogs are a major hazard to cyclists especially in San Diego California where there are a lot of people enjoying the outdoors on bikes and with dogs. Dogs can knock a cyclist off his bicycle, causing serious injuries (head and upper spine, in addition to wrist and arm injuries). State law requires dog owners to be on notice of a dog’s propensity to attack or to run off the property after cyclists or others who are passing by. The dog does not necessarily have to bite, and much like a dog bite, the dog owner would be responsible.
