Generally, the Guardian Ad Litem (GAL) attends, with his or her lawyer, the opening of the blocked account for the minor child at the financial institution (U.S. bank) that was approved by the judge. If an injury lawyer is used for the minor's settlement, it is the responsibility of both the GAL and the lawyer, to open the minor's blocked account in most cases within 14 days of the lawyer receiving the settlement funds.  In my San Diego personal injury law practice, I routinely go with the GAL to the bank to open the minor's blocked account, and file the appropriate  proof with the California Superior Court.
